A major concern is the effect of ASD/privatization on public employees, minorities and women; and
what can be done to minimize adverse effects to the extent they might occur. If implemented properly,
ASD/privatization can be carried out without significant layoffs of public employees. Table 4 shows that a
variety of governments have been able to do this.

Moreover, anumber of studies indicate that ASD/privatization has had nodiscriminatory effects on
minorities and women. However, there has been some disproportionate impact on some minorities due to a
higher representation of minorities in those types of jobs to which ASD/privatization has been applied
thus far.
It is important to note that, even with this disproportionate impact, Los Angeles County has actually
laid off only 35 permanent employees since 1982 due to its contracting-out program.
